The delegation recognized the absence of reliable data on children in the home-based proper care and said that there were currently 776 children in 23 institutions. All residential institutions had to be registered, but no deadline for the completion of the registration process had been given, which was why some of them had delayed the registration. The authorities were working on setting up an electronic registry. The delegation said that 21 percent of the institutionalized children were children with disabilities.
